The tendency in criminal justice systems to focus
on crimes not yet committed. A few practical examples can be found recently in European criminal law.

Anderton explains the
impossible dilemma that Burgess is faced with. If Burgess kills Anderton,
Burgess will be imprisoned for life. If Burgess spares Anderton, the PreCrime
system will be discredited and shut down. The flaw of the system is that, once
people are aware of their future, they can change it. Unable to choose between
life imprisonment and public humiliation, Burgess asks for Anderton's forgiveness
and shoots himself.
